In the State of Tennessee, it is strict liability against the dog owner if the dog runs at large. Dogs must be kept in a fence or confined inside the house. An owner can take the dog for a walk or allow it to use the bathroom for a leash. Dog bites are considered a personal injury, and the severity of the injury is determined by the medical provider. These rules apply to all dogs. With regard to apartment complexes and similar structure, there may be rules that are more strict for aggressive breeds.
